Elijah Family Homes provides services without regard to age, race, religion, gender, national origin, sexual orientation, or disability.


EFH is an alcohol and drug-free program. Applicants, while receiving supportive housing, remain abstinent from all substances except those prescribed by their physician.

Those tenants who have a history of substance abuse are required to have been clean and sober for a minimum of one year and be actively participating in a recovery program.

The Qualified Applicant

  • Is age 18 or older and has dependent children under the age of 18 legally living with them during their tenancy.
  • Does not qualify for public housing for reasons other than income.
  • Has income, adjusted for family size, below the HUD Home Program limits for Kennewick-Richland-Pasco, WA for the current or previous year <50% of the median income of this area.
  • Completes a criminal background check. No level 2 or 3 sex offenders allowed.
  • Is involved in social services with the intent of making positive changes in life.
  • If domestic violence is in their history, has participated in domestic violence treatment and has at least one year free of any complaints against the applicant.
  • Completes periodic, random, urine analysis or hair sample to test for drugs before admitted as a tenant.

Application Process

  • Complete every step on the application checklist. Only complete applications will be considered.
  • Complete a criminal background check.
  • Complete an intake interview with the program administrator or case manager.
  • Submit a hair follicle sample.
  • Attend community meetings monthly while waiting for an opening with Elijah Family Homes.
  • Attend and document weekly recovery meetings as applicable while waiting for an opening with Elijah Family Homes.
  • Participate in periodic, random drug tests.
  • Participate in an interview with members of the Tenant Selection Committee.


How to apply for housing

EFH has an applicant list for housing. While on the list, applicants participate in supportive services, attend monthly EFH community meetings, participate in periodic random drug tests, and submit weekly recovery meeting documentation.
