How to Start the Application Process

The Qualified Applicant

- Is age 18 or older and has dependent children under the age of 18 legally living with them during their tenancy.
- Does not qualify for public housing for reasons other than income.
- Has income, adjusted for family size, below the HUD Home Program limits for Kennewick-Richland-Pasco, WA for the current or previous year. HUD limits are set below 50% of the median income for this area.
- Completes a criminal background check. No level 2 or 3 sex offenders are accepted into the program.
- Is involved in social services with the intent of making positive changes in life.
- If domestic violence is in their history, then the applicant must have participated in domestic violence treatment and have at least one year free of any complaints against the applicant.
- Completes periodic, random, urine analysis or hair sample analysis to test for drugs before being admitted as a tenant.
While receiving supportive housing, all participants remain abstinent from all substances except those prescribed by their physician. Those tenants who have a history of substance abuse are required to have been clean and sober for a minimum of one year and be actively participating in a recovery program.
Elijah Family Homes carefully screens its tenants and there are stringent rules to which participants must commit. An application with accompanying documents must first be completed. Upon review and acceptance of the application, rigorous interviews are conducted for further information gathering. Finally, a decision is made and the applicant is notified of the outcome.
Elijah Family Homes participants must abide by established policies and:
- seek employment or job training
- participate in substance-abuse testing
- attend EFH and recovery meetings
The top priority of EFH is providing rent subsidies. Rent subsidies for EFH cost an average of $12,500 per family per year. Tenants share rent costs with sliding scale payments. A second priority for EFH is to offer resources for tenants to have:
- education and employment assistance
- mentors, tutors, and role models
- accountability and fiscal responsibility
- mandatory random drug urinalysis tests
- family activities.
In selecting housing, Elijah Family Homes focuses on safety and security. EFH tenants encompass a special needs population, including:
- children and parents who have experienced trauma
- children reuniting with parent(s) after removal
- parents lacking a supportive, family safety net
- families representing multiple generations of poverty, substance abuse, child abuse, domestic violence, and poor education.
